The Federal Chief Data Officers Council (CDOC) is pleased to announce the publication of the DCAT-US v3.0 Schema Implementation Guide, an initial resource to help federal agencies implement the DCAT-US Schema v3.0 metadata standard and meet applicable data inventory requirements under Title II of the Foundations for Evidence-Based Policymaking Act of 2018 Act, also referred to as the Open, Public, Electronic, and Necessary (OPEN) Government Data Act, and OMB Memorandum M-25-05. The guide provides practical, best-practice guidance for developing and maintaining data inventories and submitting standardized metadata to Data.gov, including a flexible five-step approach for identifying, inventorying, categorizing, cataloging, and maintaining data assets. Developed through an interagency and cross-council collaboration of the CDOC Customer Experience Working Group, GSA’s Data.gov team, and federal agency representatives, the guide is intended as initial guidance, not a final or static playbook. As agencies gain experience implementing DCAT-USv3.0 Schema, the CDOC looks forward to learning from the federal data community, incorporating emerging best practices and lessons learned, and iterating on the guide through future updates.
