In May 2025, the CDO Council and the CISO Council released the latest Federal Zero Trust (ZT) Data Security Guide, a first-of-its-kind document and key deliverable of OMB M-22-09, moving the U.S. Government Towards Zero Trust Cybersecurity Principles. M-22-09 charged the Federal CDO Council and Federal CISO Council to convene a cross-agency working group of data and security experts to develop a data security guide for Federal agencies. More than 30 Federal agencies and departments answered the call to author this guide to assist practitioners in operationalizing data security using a ZT framework. The Zero Trust Data Security Guide Appendix builds upon the collaborative work of the Federal CISO Council and Federal CDO Council in advancing the Federal Government’s transition to Zero Trust cybersecurity, as directed by OMB M-22-09, Moving the U.S. Government Towards Zero Trust Cybersecurity Principles . Developed through a cross-agency effort involving more than 30 Federal departments and agencies, the Appendix provides supplemental context and practical insights to help practitioners operationalize data security within a Zero Trust framework. Recognizing that agencies vary in mission, risk tolerance, resources, and cybersecurity maturity, this Appendix is designed to meet organizations where they are, offering adaptable guidance that strengthens data security architectures while fostering closer collaboration between data and security communities. Grounded in real-world implementation experience and aligned with the core Zero Trust principle of “never trust, always verify,” the Appendix supports agencies in protecting Federal data assets and advancing a unified, government-wide approach to securing the public’s data in an increasingly complex cyber threat environment.
