Investing in Learning with the Data Stewardship Tactical Working Group at DHS
The Department of Homeland Security (DHS) experience forming the Data Stewardship Tactical Working Group (DSTWG) provides meaningful insights for those who want to address data-related challenges collaboratively and successfully in their own agencies.

Diffusion of responsibility for managing federal data, differing mandates across operating and support units, and various levels of data know-how among officials – these are among the factors that can make data-related issues especially challenging. To tackle these challenges, the Department of Homeland Security, one of the largest and most federated government organizations, brought together data practitioners of all stripes to find solutions, learn from each other, and set standards applicable department-wide. The DHS experience forming the Data Stewardship Tactical Working Group (DSTWG) provides meaningful insights for those who want to address data-related challenges collaboratively and successfully in their own agencies.
Before the group came together in January 2014, DHS data practitioners Jennifer Kish and Curtis Ross often ran into missing data problems and bureaucratic obstacles. Soon, they began convening a group of similarly frustrated colleagues who were determined to forge a path forward. Every other week, participants brought specific challenges to the group to collectively problem-solve.
As word spread, more issues were brought to the table. Existing members recruited additional colleagues with the right knowledge and skills to be part of the solution. In this way, the DSTWG grew from the bottom up, rather than forming as a response to a top-down directive. Over five years, the group grew from 12 people troubleshooting and supporting each other to a formally-empowered group of 600 employees from across a wide spectrum of operations and support roles.
Identify a Conversation-Starter
The DSTWG’s efforts originated in a request to fix data errors within US Citizenship and Immigration Services (USCIS) systems. Thousands of records were affected, requiring manual repair and workarounds. The early DSTWG members were able to locate and fix the source of the issue: a reference data code that was established in Customs and Boarder Protection (CBP) and never adopted by linked systems. Having corrected the underlying problem, the group went on to develop a related reference data standard and appoint a steward to oversee change management of that standard.
This approach–addressing surface-level problems by tracing them back to their process and accountability origins–became standard operating procedure for the DSTWG. The group went on to develop the DHS Standard Tables, data assets shared across DHS systems as a ‘single source of truth,’ which in turn proved helpful in identifying data practices not aligned at every level of the enterprise. The Department-wide nature of the DHS Standard Tables grabbed the attention of previously non-participating data practitioners, drawing them to the group and the coalescing ‘data community’ at DHS.

If the group’s name, which emphasized tactical work, was a commitment to address concrete issues, then its first projects represented an early down payment on that commitment. By solving concrete problems, the DSTWG earned trust and credibility with cross-Department stakeholders and attracted new initiative proposals in the process.
Invest in your Colleagues
In the years since its founding, the DSTWG’s mandate has expanded. The group has built tools to help colleagues wrangle data, assemble data sharing agreements, and complete other tasks related to solving not just the technical, but also the legal and practical challenges involved in maximizing value from data. The group is currently moving these tools off of the Department intranet and into Collibra, software that will support various elements of Departmental data governance, such as data cataloging, metadata management, reference materials, policy documents, data usage monitoring, and data sharing.

The DSTWG also invests in the most important enabler of better data – Department employees. The group sponsors classroom training in data governance as well as informal walk-throughs of Department data processes and tools. Developing data literacy and knowledge has provided Department personnel with the right vocabulary to work with the DSTWG and solve problems collaboratively.
Training and tool development sometimes go hand in hand. When the group builds new repeatable processes and templates that go beyond tackling the immediate issue to address the root cause, it then trains stakeholders in the newly-established toolset to bring them up to speed.
The DSTWG’s work supports officials at every stage of the data lifecycle: the clerk capturing survey responses, the operator responsible for records management, the developer setting up an API call, and the people who need to share, report, or understand Department data. The DSTWG issues annual surveys to prioritize the needs of these diverse stakeholders and determine its high-level agenda for the subsequent year. Publishing the results of the survey is an important way to ‘close the loop,’ ensuring the community sees how the group is shaping its work in response to stakeholder requests.

Communicate your Impact
Much of the DSTWG’s impact takes the form of internal improvements. Bringing legacy environments into compliance with modern standards has improved data quality. Developing tools has decreased data-sharing friction. Establishing lines of accountability has promoted active management of programs’ common standards.
These internal advances ultimately lead to benefits visible to the public. The DHS Location Standard Expansion effort is a great illustration of how operational improvements can come about through work at the data standards level. For example, someone required to interview with the Department prior to completion of a document request must be provided with an interview location. Without well-managed location standards, the person might receive conflicting information, leading to delayed service delivery, increased call center load, and damaged organizational credibility.
To remain effective, the DSTWG cannot accomplish its work in isolation. Communications efforts, such as regular brief-outs to senior decision-makers, are critical to hard-wiring the group’s progress into the Department’s operating procedures. The DHS Immigration Data Integration Initiative Executive Steering Committee (IDII ESC) formally recognizes stewards. DHS USCIS have also formally recognized the DSTWG by awarding the community with the Management Directive Award for Exceptional Service. These communication and recognition efforts ensure that people know what sorts of problems the group can help solve and how to bring their queries to the group’s attention.
Your agency can learn from the DSTWG experience at DHS. There may be a data community already active at your agency and, if so, join! If not, try convening one yourself – and do not be afraid to start small! Make a commitment to unify, build trust, learn together, and support one another. Demonstrate responsiveness by surveying your colleagues about which tools and training would help their programs improve. Share those results and make sure you respond to them with concrete action aimed at serving your colleagues’ needs. While you help work through their challenges, you will have a great opportunity to demonstrate the finer points of good data management!
